Abstract
Indicators, established by decree of the government of the Russian Federation from 24.12.2012 г. № 2511-р in government program of healthcare development until 2020 year in direction “tuberculosis” could not be achieved and should be reviewed. The following indicators are presented: - population coverage with preventive examinations for tuberculosis: increase from 65,7% in 2012 to 68,4% in 2015 and to 72,5% in 2020 year; - tuberculosis mortality: decrease from 12,5 per 100 000 of population in 2012 to 10,4 per of 100 000 in 2015 and to 8,2 per 100 000 of population in 2020 year; - abacillation of tuberculosis patients: increase from 42,5% in 2012 to 44,0% in 2015 and 46,2% in 2020 year; - clinical recovery of tuberculosis patients: increase from 34,9% in 2012 to 36,4% in 2015 and 38,9% in 2020 year. The forecast for the indicator of the “incidence of tuberculosis”: decrease from 68,1 per 100 000 of population in 2012 to 57,7 per 100 000 of population in 2015 and 45,9 per 100 000 of population in 2020 year. In-patient facilities of antituberculosis service in value and scope of activities significantly prevails over ambulatory, which is in contrary with modern approaches to arrangement of the treatment process. The contradiction is enhanced by lack of experience of TB facilities in complying with standards and external quality assessment by insurance companies. Most of the medical centres, which provide TB related services to population, are small and poorly equipped. In future this will not allow to fully comply with federal standards of medical services for tuberculosis patients.
